  "coverage_note": "Vaughan and Ajax are the two GTA municipalities still missing, and Vaughan is the one that matters. Vaughan publishes a page titled Pet Shop, Pet Grooming, Kennel and Boarding Facility permit, so it very likely does license grooming — but vaughan.ca refused our requests on both 28 and 29 August 2026, and we will not copy across a rule we have not read on the city's own page. Ajax's licensing pages refused us the same way; its published by-law list names a Pet Shops By-law and no grooming by-law, which is suggestive and not enough. We add a municipality the day we can read it.",

Schedule 19 of the Stationary Business Licensing By-law defines a Pet Grooming Establishment as “a building, part of a building, vehicle, or other place in which animals are groomed” — so a grooming van is an establishment. The application form notes that mobile pet grooming does not require zoning approval. The same schedule bars a grooming establishment from being located in or attached to a dwelling unit, bars overnight boarding, and requires that no service be performed outside a fully enclosed building or vehicle.",

The word grooming does not appear in it, and the only animal class among the 26 it licenses is Pet Shop/Kennel. That by-law is on its way out: the Town has passed Business Licensing By-law 2026-012, in effect 4 January 2027, and the Town's own announcement of it says the new by-law adds licence classes for payday loan establishments, mobile personal services — the Town's own examples are haircuts and manicures — mobile motor vehicle service, meaning at-home or on-site repair and maintenance, and food stands, while deregulating seven classes including billiard halls and dry cleaners. Whether a pet groomer falls inside “mobile personal services” is not something we could read in what the Town has published so far. If you groom in Oakville, ask before January 2027.",

A Kennel is defined as a wholly enclosed premises boarding more than 3 dogs or 5 cats, which a grooming van is not.",
