Do you need a licence to groom pets in the GTA?

Ontario has no provincial grooming licence, but some GTA municipalities license the business anyway. Of the nine we have read, one licenses pet grooming today — Brampton, whose by-law counts a grooming van as an establishment. Toronto's new Pet Establishment licence covers groomers from 1 February 2027, Oakville replaces its entire business licensing by-law on 4 January 2027, and the other six license nothing that reaches grooming.

That is the whole problem with the usual advice to “check your city”: the answer genuinely changes at the city line, the pages are scattered across a dozen municipal websites, and nobody keeps a list. So we started one. Every row below cites the municipality's own page and the date we last read it, and a municipality only appears once we have read its by-law or licence list ourselves.

The short answer, and why it changes at the city line

Grooming is not a regulated trade in Ontario. There is no provincial licence, no mandatory exam and no registry, which is why “do I need a licence to be a groomer?” gets answered with a confident no all over the internet. That answer is about the province. It is not about the city you park in.

Municipal business licensing is a separate power, and animal-related businesses are exactly the kind of thing municipalities choose to license one at a time. Brampton added a Pet Grooming Establishment category in 2023. Toronto is replacing its Pet Shop licence with a broader Pet Establishment licence in February 2027 that explicitly covers groomers. Mississauga, Markham, Richmond Hill, Milton, Burlington and Pickering license pet shops or kennels or neither, and nothing that reaches grooming. Nine municipalities, four different answers, and a mobile groomer can easily work in three of them in one week.

Read the table sideways and a pattern shows up that is more useful than any single row. Six of the nine license kennels, breeders or pet shops — so they have thought about animal businesses and chosen not to license grooming. Two are changing their rules inside the next eighteen months. Only one licenses grooming today. If you are planning where to work rather than where you already work, that is the shape of the map.

For a mobile groomer there is a second question underneath the first: does the by-law apply to you if your business is a van rather than a storefront, and does it apply if you live somewhere else and only drive in? Both of those have real answers in Brampton, and they are not the answers most people assume.

Grooming is not one of them. Do you need a licence to groom pets in Toronto?#

Not today. Toronto’s new Pet Establishment licence covers groomers from 1 February 2027, with grooming as one endorsement on a single licence and no extra fee per endorsement. The City has promised a self-assessment tool for Fall 2026.

Yes, today. Brampton requires a Pet Grooming Establishment licence — $163 a year, expiring 31 January, with $2,000,000 commercial general liability insurance. Its by-law counts a vehicle as an establishment, so a grooming van needs the licence.

Do you need a licence to groom pets in Oakville?#

Not under the current by-law: grooming does not appear in Business Licensing By-law 2015-075 at all. But By-law 2026-012 takes effect 4 January 2027 and adds a mobile personal services class. Whether groomers fall inside it is unpublished.

We found no grooming category. The City’s licence list has none, and By-law 0001-2006 licenses pet shops rather than groomers. That is our reading, not the City confirming it — call Licensing, and note zoning and animal control still apply.

Do you need a licence to groom pets in Markham?#

No grooming category exists in Schedule A of By-law 2012-137, in the version effective 1 January 2026. Markham licenses Kennels and Animal Sales at $459.50 a year and Personal Service Shops at $306, and none of those is grooming.

Do you need a licence to groom pets in Richmond Hill?#

No. The City licenses pet stores, kennels and horse riding establishments, and grooming appears nowhere in its published list or by-laws. If you also board animals, Kennel Licensing By-law 188-05 was amended in March 2025 to cover cats.

No. The words grooming, kennel and pet do not appear on Burlington’s business licence page at all, and its personal services class at $261.12 is spelled out as human-only. Burlington licenses no animal business whatsoever.

Do you need a licence to groom pets in Pickering?#

No. Pickering licenses boarding kennels, breeders and pet shops at $273 each and has no grooming category, an absence that reads as a decision. If you groom from your own home, ask about the $80 Home-Based Business licence.

Vaughan and Ajax are the two GTA municipalities still missing, and Vaughan is the one that matters. Vaughan publishes a page titled Pet Shop, Pet Grooming, Kennel and Boarding Facility permit, so it very likely does license grooming — but vaughan.ca refused our requests on both 28 and 29 August 2026, and we will not copy across a rule we have not read on the city's own page. Ajax's licensing pages refused us the same way; its published by-law list names a Pet Shops By-law and no grooming by-law, which is suggestive and not enough. We add a municipality the day we can read it.

Toronto: a licence you do not need yet, and a date you should diarise

Nothing changes for a Toronto groomer today. The Pet Establishment licence takes effect on 1 February 2027, replacing the current Pet Shop licence and pulling in businesses that board, breed, train or groom animals. If you groom in Toronto, you will need the licence plus a Pet Grooming endorsement; the City says one licence covers all your endorsements with no extra fee per endorsement.

There is a mobile-specific clause worth knowing about. The City's public notice of the by-law amendments sets out that mobile grooming salons operating anywhere other than on private property must also comply at all times with Chapter 743 (Use of Streets and Sidewalks), Chapter 517 (Idling of Vehicles and Boats) and all parking regulations. In plain terms: working from the curb rather than a driveway puts you under the street-use, idling and parking by-laws as well as the licence. Our own requests for that notice were refused on 28 August 2026, so treat that clause as reported rather than as something we read on the page ourselves — confirm it with Municipal Licensing and Standards before you plan around it.

The practical move for a Toronto groomer is not to do anything yet. It is to watch for the self-assessment tool the City has promised for Fall 2026, and to budget for a licence in your first quarter of 2027 rather than being surprised by one.

Brampton: already licensed, and the by-law counts your van

Brampton is the one that catches mobile groomers out, because the definition does the work. Schedule 19 defines a Pet Grooming Establishment as a building, part of a building, vehicle, or other place in which animals are groomed. A fitted van is a vehicle in which animals are groomed. There is no mobile exemption to fall through.

Two clauses in the same schedule shape how you can actually work. No grooming establishment may be located within, or attached to, any dwelling unit — which is a real problem for the “I groom out of my own house” model, and worth a call to Licensing before you build a business on it. And no service may be performed outside a fully enclosed building or vehicle, so bathing or drying a dog on a driveway beside the van is not contemplated by the by-law even though the van is.

The rest is ordinary paperwork with one number that surprises people: proof of at least $2,000,000 in commercial general liability insurance, uploaded with the application. The licence itself is $163 and expires on 31 January every year regardless of when you bought it, so a licence purchased in December is a short one. Zoning approval is part of the process for a fixed location; the City's own form says mobile pet grooming does not require it.

Two municipalities are changing the rules inside eighteen months

Toronto is the one people already know about: the Pet Establishment licence takes effect 1 February 2027 and reaches groomers through an endorsement. Oakville is the one nobody is talking about, and it may matter more to a mobile operator. Business Licensing By-law 2026-012 replaces Oakville's entire licensing regime on 4 January 2027, and the Town's own announcement of it says the new by-law creates classes for “mobile personal services (such as haircuts, manicures, etc.)” and “mobile motor vehicle service (such as at-home/on-site repair and maintenance)”.

Those two phrases are the first time we have seen a GTA municipality write licence classes specifically around services that come to the customer. Neither of the examples the Town gives is a pet, and we could not read the definition that will decide whether a pet groomer is captured — so we are not going to tell you either way. What we would do, if we groomed in Oakville, is email the Town's licensing office now and ask the question in writing while the answer is still cheap to get.

The mobile motor vehicle service class is worth a detailer's attention for the same reason. At-home and on-site vehicle work is exactly what mobile detailing is, and the class does not exist in the by-law being replaced.

The two we still cannot read, and what we would do about Vaughan

Vaughan is the gap that bothers us. The City publishes a page titled “Pet Shop, Pet Grooming, Kennel and Boarding Facility permit”, so on the face of it Vaughan licenses grooming the way Brampton does — and Vaughan is a serious market for a mobile groomer. But vaughan.ca returned 403 Forbidden to every request we made on 28 and 29 August 2026, so we have not read a word of that page ourselves, and a table that people plan a business around is the last place to publish something we have only seen summarised.

So here is the honest instruction instead of a row: if you groom in Vaughan, assume a permit is required until Licensing tells you otherwise. The City lists bylaw.licensing@vaughan.ca and 905-832-2281 for licensing questions, and the permit page is on vaughan.ca under business licensing and permits. Ask, get the answer in writing, and note the date.

Ajax is the other blank. Its licensing pages refused us too. What we can see of its published by-law list names a Pet Shops By-law and no grooming by-law, which points the same way as its Durham neighbour Pickering — but pointing the same way is not reading it, so Ajax stays out until we can.

How to check a municipality yourself, in about ten minutes

Search the municipality's site for “business licence types” rather than for “grooming”. Every Ontario municipality that licenses businesses publishes an A–Z of the categories it licenses, and grooming is either in that list or it is not. That single page answers the question faster than any amount of reading about animals.

If there is a category, open the application requirements document rather than the summary page. That is where the fee, the expiry date, the insurance minimum and the zoning step live, and it is usually a PDF that the summary page links in small type. If the by-law schedule is attached to it, read the definition first — the definition is what decides whether a van counts.

If there is no category, do not stop there. Check the animal care and control by-law separately, because some municipalities put animal-business rules there instead of in business licensing, and check zoning if you are working from home. Then phone Licensing and ask the question in the form “do I need a business licence to operate a mobile pet grooming service in your city?” and write down the date and who you spoke to. That note is what you will want if anyone ever asks.

One more thing that is easy to miss: ask whether the licence follows the work or the address. Brampton's requirements apply to grooming establishments operating in Brampton, so a groomer based elsewhere who drives in is not automatically outside the by-law. Assume the city you work in is the city whose rules apply until someone at that city tells you otherwise.

What this page is not

It is not legal advice, and it is not a substitute for asking the municipality. Municipal fees, effective dates and categories change, and a table on the internet is exactly the kind of thing that stays confidently wrong for years. That is why every row above carries a date and a link to the city's own page: if the date is old, trust the link and not us.

It also is not complete. Nine GTA municipalities are in the table and two — Vaughan and Ajax — are not, because their websites refused our requests, and we left them out rather than filling the gaps from secondhand sources. “No grooming licence category found” means exactly that: we read the city's own list and grooming was not on it. It is not the city confirming there is nothing to do, and it never removes the separate questions of zoning, home-occupation rules and the animal care and control by-law. GTA grooming licence rules — common questions

Do you need a licence to be a dog groomer in Ontario?

Not from the province. Grooming is not a regulated trade in Ontario — there is no provincial licence, exam or registry. What can apply is a municipal business licence, and that differs by city: Brampton licenses pet grooming establishments today, and Toronto's new Pet Establishment licence covers groomers from 1 February 2027.

Which GTA municipalities require a pet grooming licence?

Of the nine we have read on the municipality's own page, one: Brampton, which licenses a Pet Grooming Establishment today and defines that to include a vehicle. Toronto joins on 1 February 2027 through its new Pet Establishment licence. Mississauga, Markham, Richmond Hill, Burlington, Milton and Pickering publish licence lists with no grooming category — several of them license kennels, breeders or pet shops, so grooming's absence is a choice. Oakville has no grooming category today but replaces its whole licensing by-law on 4 January 2027. Vaughan and Ajax we have not been able to read.

We do not know, and we would rather say so than guess. Vaughan publishes a page titled “Pet Shop, Pet Grooming, Kennel and Boarding Facility permit”, which suggests it does license grooming — but vaughan.ca refused our requests on 28 and 29 August 2026, so we have not read the requirement ourselves and it is not in our table. Is Oakville about to start licensing mobile groomers?

Possibly, and it is worth asking now. Oakville's Business Licensing By-law 2026-012 takes effect 4 January 2027 and, per the Town's own announcement, adds licence classes for mobile personal services — the Town's examples are haircuts and manicures — and for mobile motor vehicle service. Whether pet grooming falls inside the mobile personal services class is not something we could read in the published material, so get the answer from the Town in writing before January 2027.

Can I run a grooming business from my house?

It depends on the municipality, and in Brampton the by-law is explicit: no Pet Grooming Establishment may be located within any part of a dwelling unit or attached to one. Elsewhere the constraint is usually home-occupation zoning rather than the animal rules. Check zoning and licensing separately before you commit, because they are different departments with different answers.

Do I need a licence in every GTA city I drive to?

Ask each city, and assume the rules of the city you work in apply rather than the one you live in. Brampton's requirements are written around grooming establishments operating in Brampton, which does not carve out an operator based elsewhere. There is no GTA-wide licence and no reciprocity between municipalities.

What insurance do I need to be licensed?

Where a municipality licenses grooming it usually sets a minimum. Brampton requires a certificate showing at least $2,000,000 in commercial general liability. Separately from licensing, most groomers carry care, custody and control cover, which is the piece that responds because the animals are someone else's property — general liability alone often does not.
